Recruitment
Hiring lawfully and defensibly in the UAE
Three things make UAE recruitment different. Candidates may never be charged a fee — recruitment costs are the employer’s by law. Quota comes before the offer, not after. And on the mainland every skilled hire moves the Emiratisation target, so hiring plans and quota compliance are the same conversation.

1. Before Advertising
| # | Check | Why | Done |
|---|
| 1 | Visa quota available for the role | An offer made without quota may have to be withdrawn | [Y/N] |
| 2 | Job title corresponds to a licensed activity | Permits are refused on a mismatch | [Y/N] |
| 3 | Skill level determined | Affects permit category, fees and grace period | [Y/N] |
| 4 | Emiratisation position modelled | Each skilled hire moves the mainland target | [Y/N] |
| 5 | Whether this role should be an Emirati hire | Nafis; quota planning | [Y/N] |
| 6 | Full cost of hire modelled | Permit, visa, medical, ID, insurance, repatriation | [Y/N] |
| 7 | Attestation needed for qualifications? | Weeks — start early | [Y/N] |
| 8 | Job description written to the role, not the person | Supports fair selection | [Y/N] |
| 9 | Salary benchmarked and range agreed | Prevents inconsistency between hires | [Y/N] |
| 10 | Approval to recruit obtained | Per the authority matrix | [Y/N] |
1.1Check 4 is the one that gets skipped. On the mainland each additional skilled non-Emirati hire raises the Emiratisation requirement. A company hiring steadily can drift out of compliance without losing a single Emirati employee, and the penalty accrues monthly per unfilled position.
2. Advertising and Selection
2.1Advertisements shall describe the role, the requirements and the location accurately, and shall not state or imply a preference on a ground protected by law.
