Wage Protection System
WPS registration, monthly cycle and compliance
WPS is not a payroll convenience — it is the mechanism through which MOHRE verifies that wages were actually paid, in full and on time. Enforcement now includes work permit bans from the first offence, which means a WPS failure stops hiring before it costs money.

1. How It Works
1.1The employer transfers salaries through a WPS-registered agent — a bank or exchange house — which submits a Salary Information File to the central system.
1.2MOHRE matches the file against the establishment’s registered employees and their registered contract salaries. Discrepancies are visible without any complaint being filed.
1.3Employees receive wages into their own accounts. Cash payment outside WPS does not discharge the obligation, whatever the employee agrees.
| Step | Who | What |
|---|
| 1 | Employer | Prepares the salary file for the wage period |
| 2 | Employer | Submits the file and funds the account through the agent |
| 3 | Agent | Transmits the Salary Information File to the system |
| 4 | System | Matches against registered employees and contract salaries |
| 5 | Employees | Receive salary into their own accounts |
| 6 | MOHRE | Flags non-payment, late payment, underpayment or missing employees |
